The Women's Secretary of the Working Commissions in the Valencian Community (CCOO-PV) and the Federation of Diverse Activities of CCOO-PV emphasize the benefits of the new regulation, concerning protection, benefits and wages. In spite of this, the union animates the employers to regularize the labor relation.
The group of domestic workers of the CCOO, greets the International Day of Domestic Workers, the 30 of March. After almost 30 years of vindication organized by the unions CCOO and the General Workers Union UGT, it was obtained that in the Reformation of the Social Security (Law 27/2011), the Special Regime of Domestic Workers was integrated in the General Regime of the Social Security.
The new regulation has important benefits for the workers: the contribution to the Social Security will increase the quantity of the retirement pensions, when allowing the contribution from the real wages and starting from the first working hour; also the discrimination referring to the corresponding social benefits for sick leave or accident disappears, to the same conditions as in the general regime.
However, we are conscious that there are still goals to reach and to obtain total integration. For that reason we considered the union fortification of our sector important to continue a negotiation process and to obtain the improvement by the indemnification for dismissal and an unemployment benefit.
After three months of application of the new law, CCOO observes that the process of crossing to the general regime is slower as awaited. Many doubts or open resistance of the employers still exist to regularize the labor relation. For this reason, CCOO animates all domestic workers to inquire on their new labor rights and to organize themselves to make them fulfilled.
CCOO is realizing informative assemblies, meetings and campaigns with the aim of fortifying the sector and securing to the visibility and dignity that this work deserves. It is necessary that the Spanish Government ratifies Convention 189 of the ILO, approved in June 2011 on decent work for domestic workers. We are also demanding that the Valencian Government assumes an active role impelling fiscal and economic measures that favor the hiring of domestic workers. Concerning the intervention by Work Inspection, the union solicits that it designates specialized personnel with common rules of action coordinating themselves with social agents in order to be able to make the protection of domestic workers in their work places effective. CCOO is certain that by organization the recognition of domestic workers will be obtained, because they also contribute to the economic development and to the well-being of this society.
